On the afternoon of October 24, the thirty first session ofDanjingforum, which was held by our school of Humanities, social work and social management research center, opened in our school of Humanitiesy119.ProfessorCaihe, Professor of School of sociology and Anthropology of SunYat-senUniversity, trans-century talent of the Ministry of education, expert enjoying special government allowance of the State Council, vice president of China Society of social work and vice president of China Society of social work education, was invited to our college to give a special academic lecture entitled "duality of urban community and communitygovernance".This lecture ishostby Professor YinZhonghai,Deanof the School ofHumanities.Professor ChenJiaqi, director of social management and Development Research Center, Professor JiangGuohe, vice president and more than 100 teachers and students from inside and outside the university attended the lecture.
At the beginning of the lecture, Dean Yin introduced professorCaihe to the teachers and students in a simple language, and the teachers and students at the scene gave a warm applause to welcome ProfessorCaihe.First of all, ProfessorCaihe cut into the theme of this lecture from the change process of urban grassroots socialmanagement,he explained to us that since the reform and opening up, the biggest change of urban grass-roots social management in China is that the focus of management has gradually changed from "unit" to"community".Withthe deepening of reform, the grass-roots society is facing not only the function transfer brought about by the "unit" reform, but also the sharp social differentiation, rapid population flow, as well as the social problems andsocial contradictions caused byit.It is difficult to meet the requirements of urban management just by positioning the community as a service provider. The original community system is difficult to meet the increasing needs of urban grassroots management. Objectively, it needs a new grass roots social management system.
Since entering the 21stcentury,China has enteredan important period ofasocialstructure with profoundchanges,interestpatternwithprofoundadjustmentandprofound changes inideology.How to adjust social relations, resolve social disputes, solve social problems, rebuild social order and realize social integration become the key of social systemconstruction.On the one hand, the proposal of "community governance" means that community construction needs to be realized through cooperation betweenthegovernment and multipleaction mainbody,On the other hand, it means that the focus of maintaining social stability, such as the demand of social interests, the resolution of social conflicts, the maintenance of social order and the establishment of public security, should sink to the community.
After that, ProfessorCaihe introduced the duality of community and its governance from the perspectives of community heterogeneity and the effectiveness of public product supply, the "Involution" of neighborhood committee administration and autonomy, the community participation of "out of domain" and regionalization, and the issues of regionalization management and nonregionalization.ProfessorCaihe believes that although many social services and social welfare supplies will always be implemented in the communityspace,all kinds of social contradictions are also presented in certain spatialareas,But the root causes of some social contradictions in the community are not in the community, so it is impossible to rely solely on the community to solve these social contradictions from theroot.Finally, ProfessorCaihe put forward relevant views on the focus and direction of community governance from the perspective of innovation of social governance mechanism, pursuit of accurate and effective supply of community services, multi-channel promotion of "community participation", advocacy of social responsibility of enterprises and institutions and emphasis on the connotation development of socialor oganizations.
During thequestionandanswersession of thelecture,the students actively asked questions and had more in-depth exchanges with Professor Caihe. The academic atmosphere was active. Finally,DeanYin made a penetrating summary of the lecture.He said that Professor Caihe used the research paradigm of combing system and system reflection in his report, combined academic concepts with social facts, and combined constructiveness with innovation,this showed his superb academic insight. ProfessorCaihe's report not only uses a very good analytical framework, but also presents objective data, which is very enlightening for students to do academic research.
